Presidential Election Second Round Date: 02 April 2017

General elections will be held in Ecuador on 19 February 2017 alongside a referendum on tax havens. Voters will elect a new President and National Assembly. Incumbent President Rafael Correa is not eligible for re-election, having served two terms.

With Correa ineligible for re-election, his supporters formed an organisation Rafael Contigo Siempre (Always with you Rafael) to campaign for a constitutional amendment to allow him to run again. With signatures from 8% of the electorate required to hold a referendum (929,062), a total of 1.2 million were collected. However, Correa stated that he was planning on retiring from politics and would not run again

  1. Ruling-party candidate Lenin Moreno declared the winner in Ecuador's presidential election though Lasso his rival is yet to cede defeat after several exit polls showed him winning by a small but comfortable margin.
  2. With more than 94 percent of voting acts counted Moreno won 51 percent of the votes to 49 percent for conservative banker Guillermo Lasso.
  3. Last opinion poll held 10 days before 2nd April, Moreno had risen to a 52 % over 48 % for Lasso.
  4. Lasso received important endorsements from several former rivals for the presidency, including Cynthia Viteri of the Partido Social Cristiano, Paco Moncayo of Izquierda Democratica, and Dalo Bucaram of Fuerza Ecuador.
  5. Moreno received 39.21% in First round missing to win presidency by very thin margin and resulting for a second round.
  6. The election results will also decide if WikiLeaks founder Julian Assange will be able to remain at the Ecuadorean embassy in London. Lasso has said he'll evict the Australian activist within 30 days of taking office while Moreno says he'll allow him to stay.

  7. Lasso, 61, has campaigned on a platform to revive the economy – which is dependent on exports of oil, flowers and shrimp – by slashing taxes, fostering foreign investment and creating 1 million jobs in four years.
  8. He has also vowed to remove Wikileaks founder Julian Assange from the Ecuadorean embassy in London and denounce Venezuela's Socialist government.

  1. Mr Moreno, a key figure in Mr Correa's cabinet between 2007 and 2013, is ahead in all Opinion polls declared and is predicted to win Sunday's vote, but not with enough to avoid the second round run-off.
  2. Centre-right Mr Lasso, a former banker who wants to create a million jobs, is his closest rival.
  3. Among Mr Lasso's pledges is one to withdraw asylum rights from Wikileaks founder Julian Assange, who has been holed up in the Ecuadorian embassy in London since June 2012.
  4. Around 12 million 800 thousand Ecuadorians, will vote for president and vice president, by 137 members of the National Assembly and by five representatives to the Ecuadorian Parliament at the 40 thousand 947 Vote- Receiving Boards placed nationwide to guarantee the vote.

Electoral system of Ecuadory

The President is elected using a modified two-round system, with a candidate required to get over 40% of the vote and be 10% ahead of their nearest rival to be elected in the first round.
The 137 members of the National Assembly are elected by three methods; 116 are elected in single-member constituencies using first-past-the-post voting, 15 are elected from a nationwide constituency using proportional representation, with six elected from three two-member constituencies representing Ecuadorians living overseas. Voting is compulsory except for voters aged 16–18 or over 65 and people classed as illiterate
