Belizean House of Representatives Date: 10 October 2017

The House of Representatives (Somali: Golaha Wakiilada) is the lower house of the north-western Somaliland autonomous region of Somalia.

The current House of Representatives was formed following parliamentary elections held on 29 September 2005. It has a total of 82 members. The latter include the Speaker of the House, Abdirahman Mohamed Abdullahi. MPs are elected in six multi-member constituencies, using the party-list proportional representation system for a five-year term.

  1. The House of Representatives of Belize is one of two chambers of the
  1. National Assembly, the other being the Senate. It was created under the 1981 constitution. Members are commonly called "Area Representatives."
  2. Area Representatives are elected by winning a majority of votes in their respective constituencies under the first-past-the-post system.
  3. The body is directly descended from the British Honduras Legislative Assembly created in 1954 with nine elected members. It has been expanded several times since: to 18 in 1961, 28 in 1984, 29 in 1993 and finally to 31 in 2008.

     


Electoral system of Somalia

In the previous presidential election in 2012, the president was elected by a parliament that had been picked by 135 elders. Plans in 2016–2017 for a full election involving all adult Somalis were scrapped due to security concerns relating to the ongoing civil war. The election costs were 60% funded by donor countries in Europe, the United States and Japan, with the remainder from the Somali government and candidate registration fees.

The president was elected by the 328 members of the Lower House and Upper House of the Somali parliament. The Parliament's members were elected in the 2016 parliamentary election which itself was limited to 14,025 clan elder-appointed delegates. The election's foreign financiers described the extension of the franchise as a "modest step forward".

The procedure for the election—a form of runoff voting—is outlined in section 89 of the Constitution of Somalia. There were over twenty registered candidates in the first round of voting.
